Well, if this story is right, they were secret up until now.

Ousted Iraqi president Saddam Hussein had been in secret negotiations with US forces in Iraq for the past nine days, a British newspaper reported yesterday.
The Sunday Mirror said Saddam was demanding safe passage to the former Soviet republic of Belarus in exchange for information on weapons of mass destruction and his bank accounts.
US President George Bush was being kept up to date on the talks by his National Security Adviser, Condoleezza Rice, who was co-ordinating negotiations led by US General Ricardo Sanchez.
General Sanchez is the commander of US forces in Iraq.

I haven't heard this reported anywhere else, but it wouldn't unduly surprise me - this happened with that other high-ranking Iraqi the other week, did it not? Saddam doesn't strike me as the sort of chap who'd enjoy skulking around for very long.
Mind you, if it was first reported in The Mirror I wouldn't place too much credence in it - they're not known for their incisive reporting these days.

They said the flight of a chartered cargo plane could have transported Saddam, his sons and much of his family to Belarus.
Well, definately not his sons. Also, the story was from last April.

The other Iraqi negotiated his surrender, this article is claiming Saddam is trying to negotiate his escape. I wouldn't put any credence in this article at all. Even if it's literally true, there's actually no suggestion (only an implication) that the US would actually give Saddam passage to the USSR, and I can't see him possibly being able to give us enough to let him go. We gave him a chance to leave freely before the war, why would we offer him essentially the same thing now, after he's lost a war with us?

While I would not find such a thing surprising, I would like to point out that now the US Military is now officially denying this report.

Naaah. Can't be true. The Bush Admin. would jump all over the chance to get a few barrels of Sarin. They'd have made that deal a month ago. Get some evidence of WMD to shut the leftists back up in exchange for a plane ride to Belarus? No problem. Then they just hand Saddam's forwarding address to some of our Kurdish friends in northern Iraq and wait for the problem to solve itself. Just too good to be true.
