...Pokemon.
Yes, those cute cuddly little Japanese things that show up in all those videogames and have more firepower than your average battle tank. Apparently they exist, like, FO RIZZLE. Here's the forum for "Real Pokemon Believers":

I do not think it is a joke. However it si a new site. So we will see what it turns out to be.
Edit. Maybe the 15 billion is a typo of some sort.

I think that there are a few people who have been playing far too much Pokemon, and watching it on television and on their N64, and have started seeing them in their dreams. Tragically, they appear to be unable to sort out in their heads what is dream and what is reality. Most of the other posters are stringing them on for humour value, like whoever was on the other end of the chat in the first link.

I believe, and God, I hope I'm right, that this is a parody of the digiclipse forum. They believed that Digimon were real, and they had evidence.
Anyways, this leaked into a lot of sites, including those lurked by Anonymous, and eventually this website got badly defaced by the forces of g00ns and Anon.
But if this is parody, it's WAY too well made. I hope I'm right and this is a parody website.
Edit: As I'm reading now, the episode that caused seizures to the children was a message from Porygon that failed miserably.
All those seizures can't be a coincidence[...]
I'm gonna let that statement speak for itself.

Well, it looks like a fake now. Apparently, this was a big "You have been trolled" to everyone who swallowed it. It got defaced, showing that people fell for it, and then the admins spilled the truth.

It was a trolling attempt by the anonymous of 4chan, parodying a frighteningly similar and, as far as I can tell, genuine website/community for digimon, a less popular competing franchise. I'm willing to bet they got at least a dozen genuine delusional people.

I have heard rumors that 4chan's /v/ did this one, also as a trolling forum, but the other part Anonymous didn't know, so they made a trolling parody of it. Confusing, but plausible.

The digimon site is in my opinion more hilarious, because they actually have a plan. A rather doomed plan.
