I've heard mention of this, and something involving sub-quantum levels and stuff. Either way, to my knowledge it's pseudoscience, but I'm wondering WHY. What about it makes it pseudoscience?
What does it's theories say about the creation of the universe and quantum fluctuations (might as well ask)

Probably because "electro" does stuff with "electrons", and charges are involved. No one has ever observed a positive or negatively charged gravitational force.

This is just high fallutin' tech speak to describe a little airplane you can buy that uses high voltage to electrostatically cause air flow to create lift. Pretty puny effect, and was totally debunked on Mythbusters. It definitely will not work in a vacuum, and has absolutely nothing to do with gravity, anymore than jet fuel is a hydro-carbonic-gravitic fluid.
