Huh. I thought that was his nose and eyebrows. I guess Jeebus is in the eyes of the beholder.

"His" arms are outstretched.
They also appear to be growing out of the side of his head. Maybe it's a marketing ploy -- "Are you in need of comfort, my child? I've got helping hands coming out of my ears..."

ETA: And is he wearing clown shoes?

I see rather a bit of detail, myself. A figure, with a bowed head and long hair, arms outstretched, and a body in a robe, which trails off. No hands, no feet.

It's Jesus, or a skinny conductor ending the piece with a flourish. ;)
