A couple of years ago, there was considerable legal discussion about whether or not this was a prosecutable crime.
There are quite a lot of "upskirt" sites on the net, and numbers of individuals who collect this material with the aid of of various filming devices. As I recall, one woman sued the proprietor of such a website after finding out that the police in New Jersey could not arrest him.

There was some concern that the "activity" was conducted in public places, and the women had no reasonable expectation of privacy. Or something...

We've had a couple of "mirror artists" frequenting our campus library, which has always been a magnet for such folks.
One guy took an obscure and never-requested text on frequency tables, and glued a mirror inside the cover. He'd pick up his book, then find a skirt-wearing coed sitting at a table and pretend to be reading....
Another actually had the old mirror-glued-to-the-shoe thing....
These guys were low-tech; a more savvy voyeur might have a micro camera on his shoe.
