Correct me if I am wrong but I believe you are referring to the story that each president gets to choose two people who would be killed without any consequences.
Well it's crap. No evidence of this exists.

That's exactly right, I wasn't specific enough. The rumors go that Clinton's were Vince Foster and Ron Brown.

Reagan's hits were Ray Bolger and Danny Kaye. Both of them beat him out of good acting roles and Reagan ended up doing "Bed Time for Bonzo". Reagan never got over it. He had them whacked.

It was the subject of a science fiction story sometime in the 60s or early 70s where the wife of s senator - the Pres.'s mistress was the hit (and it said only 1). The story was not actually SF except that it took place a few years in the future but was in an SF mag (I suspect F&SF because it went for more unusual stories and I read every issue of it).

Let me add:
4. If a President doesn't use the two hits do these hits then move on to the next President, who would then get four? I doubt William Henry Harrison got to use his two hits in the 30 days he was President.
