I once considered calling into that show to say there was a UFO at location X and then asking other callers to confirm.

Disclaimer: I like Art Bell for the same reasons I like ghost stories.
The guy working on "portal technology" sounds like a bored, drunk and/or high college student:
a) playing a prank
b) revealing the results of too much cramming and/or bad sci fi
c) suffering from the early onset of schizophrenia
The original video, however, is pretty interesting. The caller sounds like an aspiring voice actor; too cohesive to be a true schizo. And obviously, any joe schmo can fake "getting cut off by the feds" by simply hanging up dramatically, so that's not impressive either.
But- the entire radio transmission was knocked offline. I see two obvious possibilities:
a) coincidence (pretty weird, considering the previous caller)
b) This was a setup, and Art Bell is "in" on it- he cut transmission to add to the "weird factor" of a planted call.
Either way, I find that pretty weird. Cue "Twilight Zone" theme.
However, there is a critical fallacy in the "NWO is gonna kill 90% of us" theory. If the NWO is composed of wealthy industrialists and political figureheads, they NEED us peons way more than we need them. With no one to man the factories, no one to guard the evil ruling class, and most important, no one to pour trillions of dollars into consumer spending, the entire global economy would collapse. Without a global economy, the assets of this ruling class would be far less irrelevant. Any "paper assets" like mortgages, stocks, bonds, etc would be worthless. Land is only "yours" if you possess the ability to defend it. Imagine chasing "squatters" around the entire United States if the total population were only 30 million- plenty of good places to hide. Assuming paper money were replaced with precious metals, gold and silver have no intrinsic value aside from facilitating trade. And assuming we are left with a post-apocalyptic economy (food and clothing v. macbooks and nintendos), the "purchasing power" of the world's gold is a moot point because there will be nothing to spend it on that you don't already have.
Clearly, I spend too much time thinking about this. To me, it kinda sounds like fun. I would love to live in an America with only 30 million people, and no zoning board to deal with. I'd build a nice shack down on the shore and then stockpile ammo for when the zombies come.

When I first heard of these guys a long time ago.. the Bilderburgers version, I came to the same conclusion.
There has to be a purchasing "class" for wealth to accumulate to the wealthy.
Slaves aren't that class.
