The question is an important one, and I have asked it many times. It must be understood that different conspiracy liars will give different answers. To the Bush-bashing lefty who is riding the twoofer bus for the scenery, "they" are those Marvel super-villains George Bush and Dick Cheney. This type of loon is easily disposed of by introducing the Osama Conundrum. He can either insist that the evil duo, faced with a crushing and humiliating defeat in the 2006 elections, chose to lose rather than announce the death of a man who doesn't exist (of course, if Osama does exist, then are those terribly inconvenient videos he keeps making), or he can admit the incoherence of his position and head for the hills. To an Alex Jones or an Ace Baker, Barack Obama is indistinguishable from Bush, and "they" are the shadow government that always runs the show regardless of which Tweedledum or Tweedledee party is nominally in power. Pressing on, "they" are the Illuminati, or the Rothschilds, or the Rockefellers, or the Bilderbergers, or the Trilateral Commission, or...it doesn't really matter. If something happens, "they" will have caused it. And if the exact opposite occurs, "they" will have caused that, too.

This is what I like to call the conspiracy slope. One characteristic to it is that it has no upper bound. In order to explain the 9/11 conspiracy theory, they need an inner cabal of let's say Dick and Bush, all what is missing is a pair of balls. Then in order to make up for the missing sack, they justify the Dick and Bush conspiracy by a larger corporate conspiracy. This conspiracy is then justified as being a part of a grand masonic conspiracy. The masonic conspiracy is then explained as being a product of the Babylonian Brotherhood conspiracy. The Babylonian Brotherhood conspiracy is then placed within the grand Reptilian conspiracy. Notice, it is now no longer just confined to Earth. Ad Infinitum. After an hour or so, it's essentially a debate about God.
