It depends of the persons. For some peoples it would be enough, for some others they could have all the experience of the world and not being ready for the job.

Experience and "qualifications" are part of the equation, and definitively an important part. But they aren't the only parts, and plenty of time it will make more sense to choose someone with less experience and qualifications because this someone will have other, more important qualities.

It's like any other job, in fact. I work in a very big utility company, and there's no other places where this fact is more evident. I've seen 30 years experience engineers who completely suck and are huge drains to the company, as well as newcomers who become players within a few years. You can't make a general rule, it is something that must evaluated on a case by case basis.
