"I believe in the man up there, God," said William Steally, a 75-year-old retiree who planned to ride out the storm in Galveston without his wife or sister-in-law. "I believe he will take care of me."

There seem to be plenty of quotes like that in the news.
What he will learn is that god won't be doing a damn thing to help him out.

Where does the bible say heaven helps those who help themselves? As a matter of fact after reading the bible I was fully under the impression that it stated that an individual asking for help was to remain quite and patient while God decided he wanted to help them or not.

Hi
It's an old maxim... maybe an Aesop thingie, or Ben Franklin. Take wisdom where you can find it.
However: I get a different message, both about praying (http://bibleresources.bible.com/passagesearchresults.php?passage1=1+Thessalonians+ 5%3A14-21&version1=9) and about being quiet and sitting around, waiting for an answer (http://bibleresources.bible.com/passagesearchresults.php?passage1=2%20Thessalonian s+3:10&version=9).
....
But, then again, I'm a heretic (http://bibleresources.bible.com/passagesearchresults.php?passage1=Matthew+5:16&version=9).

Punchline to old joke: "And God says to him, 'I don't know what to tell you, William. I sent that boat around three times.'"
