saw this concept on a Canadian comedy/satire show

Technically, the pope does not have to be selected from the cardinals. It could be anyone. I suppose it helps if you're a Catholic...

According to canon law, a person must be a bishop in order to assume the office of pope (this makes sense, since the same individual simultaneously holds the titles of "pope" and "bishop of Rome"). If the person elected to the papacy is not already a bishop (having, among other things, the ability to ordain new priests), he is immediately to be ordained bishop. (Canon 332)

Thus, the basic eligibility requirements for becoming pope are essentially those of becoming a bishop. In order to become a bishop, a person must (among other things) be at least 35 years old, be a priest ordained for at least five years, and hold a doctorate or appropriate expertise in scripture, theology or canon law. (Canon 378)

Accordingly, it would appear that the rare married priest could theoretically become pope, but that a woman or a non-Catholic could not.
