ETA: Could 2806 be the census code for Satanism in the US, or some other country? Doing some googling, I've noticed that census codes for religions are all 4-figure.

Its the section of the California vehicle code that gives police officers the ability to use probably cause to pull over and search vehicles that appear to be unsafe.

Is generally recognized this was enacted to target satanists.

The two clearly stands for the two books of the bible. The 23 is a reference to Psalm 23:
The Lord is my shepherd; I shall not want. 2 He maketh me to lie down in green [1] pastures: he leadeth me beside the still waters. 3 He restoreth my soul: he leadeth me in the paths of righteousness for his name's sake. 4 Yea, though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; thy rod and thy staff they comfort me. 5 Thou preparest a table before me in the presence of mine enemies: thou anointest [2] my head with oil; my cup runneth over. 6 Surely goodness and mercy shall follow me all the days of my life: and I will dwell in the house of the Lord for ever.

From this we can conclude that the number describes the bible with the first factor, and from the famous Psalm, we know that it is telling us about evil. More exactly, it is telling us how to follow the lord.

The number 61 refers to the 66 books of the King James Bible, minus the four gospels and revelations.

This shows us that the rest of the bible is evil, and that the Gospels and Revelations were an attempt to undo that evil.
