The gist of what Pike said is quite simple. A nuclear harpoon is a weapon that the Israeli’s just don’t need.

He's claiming that Russia has secretly placed nuclear cruise missiles in Iran and other countries and that the russians will fire them against Israel in event of israelic use of nukes. Russia will also have 100% deniablity of this, according to the writer. I don't find this very likely to be true.
