. . . But I’m a bit confused on an issue. There have been a lot of speculation out ther that George Bush will issue blanket pardons for members of his administration in his last days of office.
My questions are thus:
- Can he legally pardon himself?
- Can he issue a pardon to someone for crimes which they have not even been charged with, let alone convicted of?

I don't know about pardoning himself, but I don't think so. As far as issuing pardons for crimes people have not been charged with, that does not appear to qualify as a pardon. I think you have to have been convicted. There is some good information at the US Department of Justice Website. (http://www.usdoj.gov/pardon/pardon_instructions.htm) I haven't read all of it, but you might find more detailed information there.
