Please see The Looming Tower for your answers here. Osama's adventures in Afghanistan would have been a good Middle Eastern version of McHale's Navy. He never got CIA funding during the Soviet occupation, or ever for that matter.

Because they already have enough authority to arrest or extradite him based on his involvement in the embassy bombings. There is no need to charge him with other crimes until he is in a position to be arrested or extradited. And then there is the pesky issue of military tribunals which plagues the American justice system still.

As Boloboffin originally said; the crimes he has been charged with already are enough to have him extradicted and charged and indeed face the death penalty in a US court. There is no need to add 9/11 to the list. I'm sure if he was ever caught there would be a few charges added to the ones on his wanted poster.

Ask the CIA if he is working for them. If they say no, then it is up to you to prove them wrong, not up to them to prove he does not.

Bin Laden was a latecomer to the Afghanistan-Soviet war, and was a self financer. One of his big aggravations was how US support went to others, not to the incoming Arabs. He came out and said in an interview rather bitterly that the US never gave him any support.

Actually, KSM was behind the hijackings. It was a spin-off of a plan Yousef and he cooked up in the SE Asia area before KSM hooked up with UBL. KSM talked UBL into financing the nasty deed. KSM admits to doing the nasty, and UBL is on video praising it. So please excuse me if I don't lose any sleep over KSM's stay at Club Gitmo and UBL's lack-of-sleep looking over his shoulder.
