What do you mean? how can a country be an Oligarchy? It doesn't make sense. Most countries have an Oligarchy, and in fact most countries are run by and controlled by an Oligarchy.

But to say that a country *is* an Oligarchy is a little strange.

Oligarchy (Greek Ὀλιγαρχία, Oligarkhía) is a form of government where power effectively rests with a small elite segment of society.

Thus, a country can be an Oligarchy, the same way a country can be a monarchy.
