"The US has returned 20 people held at Guantanamo bay in Cuba to their countries of origin"

I thought, all detainees were detained because they are terrorists.

How can the US set free terrorists? :D

Ah, if you read the article you will find they are "suspected terrorists". When you capture people wholesale like that, and don't put them on trial, you're bound to make a few mistakes.
