Hard to critisize the thing when the text actually gives no info on how it would even work..
Is the guy proposing the return of the good old squirrel skin trading? Or what?

In a resource-based economy all of the world's resources are held as the common heritage of all of Earth's people, thus eventually outgrowing the need for the artificial boundaries that separate people. This is the unifying imperative.
Translation: Whoever wrote this has yet to attempt to undertake a political endeavour outside of a class room.
In short, bollocks.
