If I want to connect directly to the USMC website (http://www.usmc.mil/) or Air Force website (http://www.af.mil), it doesn't work.
However if I do that via an anonymizer: USMC (http://anon.free.anonymizer.com/http://www.usmc.mil) or Air Force (http://anon.free.anonymizer.com/http://www.af.mil), it works.
It seems the Unitedish Staten von Amerika military don't want the kommunist frenski to access their website.
I'll warn immediatly my Soviet Direktor that the kapitalist amerikanski are trying to hide something!
Da! We'll have to send a few komrades spying out there!
And Long Live Stalin!

I would check for a problem on your end, not a problem on the US side.

Hey! If Showtime's website can do it, so can the US military. I guess the concept is, if you're not in the US, it's none of your damn business. Still - If I were a terrorist, trying to glean info from a website, you can damn well bet I'd be using an anonymizer. Why isn't the military blocking that?
(I guess I feel like saying Damn today...)

Perhaps the USMC and USAF are considering usnig the internet as a backup communications medium during the war and don't foreigners accessing battle plans (they probably haven't figured out how to allow limited access to some pages).
If this happens, look for a lot of gentlemen in camoflage in Kuwait City Internet Cafes
