If by "officially" you mean by government action, no.

Historians and economists have kicked the question of the origins of the Great Depression around for more than fifty years, and several different "consensus" opinions have emerged over time. The most sensible (and widely, and "longly" held) opinion is that it was a confluence of many factors, of which some (the 1930 drought described in the Grapes of Wrath) were completely beyond human control, some (the stock market bubble of the 1920s) were caused by what amounts to mass hysteria, and some (the failure of the Fed to act to rescue banks in late 1929 and the early 1930s) can be directly attributed to government policy decisions. So trying to find a single person or small group of people to blame is an exercise in irrational scapegoating.

these lyrics makes me wonder if the great depression conditions ever ended and if it hasn't ended yet, then when did it begin or has it always been around. Could it be that we only think they occur when enough leaders decide it time for internal improvements made possible by conditioning the masses
