"Chemtrails" have been going on a long time. I know my parents (and lots of other people) saw them in WW2. You will see them if you look at many war movies such as the battle of Britain (http://www.imdb.com/title/tt0064072/) (made in 1969).
So either it has been going on since at least WW2 or they are harmless.

If I was the evil NWO I'd introduce the evil mind altering chemicals into the water supply and call it something harmless like fluride or say it was there to kill bacteria and parasites and such. So then none of the paranoid loons would drink the tap water and I could make a killing with my huge multi-national soft drink company by selling them bottled water which contained the exact same chemicals.....
