Can any country claim to be as protective to civilians as Israel was in Cast Lead?

Independant expert evidence is what this whole thing needs more of. What is Col Kemps knowledge of Cast Lead like? Was he there? What are his sources of evidence that he bases his conclusions on?

I have no doubt whatsoever that the IDF as an organization wants to safeguard civilians but the goldstone report is about what happened not about what was intended to happen.

The question is what happened on the ground...at the time....What sources does colonel Kemp have for that?

Quite a bit more than the self-proclaimed 'experts' at the UN giving their input with groups like HRW. I would also be interested what level of disclosure the IDF permitted in regards to Richard Kemp.

There is, however, a giant distinction between giving testimony at the UN and that of writing reports and organizing commissions devoid of actual military experts to give these reports/commissions/etc. realistic input on the regulations/laws/conduct during war, weaponry and dealings with asymmetric warfare.
