The FBI has had surveillance aircraft for some time. They use a very sophisticated camera surveillance system that the specs of are very secret. I think they may have talked about it on The FBI Files show one time.
The black helicopters are just used for UFO interdiction activities, UN missions inside America, etc lol.

A single engine cessna that apparently everyone and the gramma saw? That's some great reconnaissance there. Ian Fleming would be amazed.
And people wonder why I don't want washington running health care.
