If I was to take a guess about what it is that we are looking at, I would say it is the interior lights of some large room being reflected in the glass of a large picture window.

All blobs are by fives, and diminish from top to bottom. My guess is that they are caused by light being reflected back and forth between two mildly reflective surfaces at a slight angle to each other? Like the window in front of the camera, and another window behind the photographer? And "slight angle" means within the range of the builder's level. And since digital cameras 'see' infrared, the photog may not have noticed the reflection, but the camera did.

At least, that is what 'they' told me to tell you.... ;)

Was it taken indoors? If not then it could not be of indoor lights. A visit to the area will show this.

The other explanation is photoshop.

It was taken from one of the higher floors in the US District Court building in Brooklyn. I'm pretty sure those windows don't open and there is no roof access (except for workers of whatever sort might populate roofs).
