The UN's nuclear watchdog has said Libya managed to produce a small amount of plutonium using technology acquired on the black market.
So with the right connections on the black market and some $$$ Lybia was able to produce plutonium so says the International Atomic Energy Agency.
Boy if that isn't a wake up call nothing is.
