A terrorist cell acquires a highly-contagious, disease-causing agent. At the beginning of an indoor sporting event, they expose the crowd to it. They then notify the authorities that they have done so. The authorities are able to confirm the story before the end of the game. The government now has 20 - 30,000 potentially infected people in one location. The city's hospitals are not equipted to handle that many cases of an infectious disease. Army medical hospitals can be brought in but in the meantime, do you use deadly force to maintain the quarantine?

I'll die a happy man if I never have to make a decision in a situation like this. I guess 'depends' is the right answer from me, as it would depend (at least to some degree) on the disease. Are we talking about flesheating monsters that kill within a few hours, or is the flu?
