I think it wouuld get more laughs if he put Bush's head on the tops of chimps...or make him a pupet with strings controled by Cheney. Hey, you could make Bush a remote controled robot and it would be funny. You would have to show Cheney holding the controler though.
In any event, depending on his age I would give the effort a C to a B. Not really funny though but that is JMO. God knows I'm not the arbitor of humor.

From the description alone I could deduce that he is not only a robot, he's an extraterrestrial robot, that came to Earth in a flying saucer. His species has in fact been reported before, not by any old fool, but by the well respected Inspector Cruchot from St. Tropez, France in 1979.
