Here's the video to prove my theory based on engineering fact :)
This page contains some engineering facts (http://www.w8ji.com/lifting_rohn_25g_45g_tower.htm). Note well how they differ from the dross you're offering up.

Engineer's will disagree against you....Uh, no. We wouldn't...

WTF is "The outer bearing principal" ? Seems more likely that you are approaching "The Outer Limits".
Those photos were intended to demonstrate just how difficult it is to stabilize a straight, non-moving, extremely low wind load vertical monopole. But I guess you are going to sprinkle your soon to be invented magical pixie dust on your piece of plastic and transform it into whatever your dreams are made of...
Tell ya what.... I'm not going to bother reading any more of your nonsense, until I see on the evening news that you have solved the universal energy problem.

I was ignoring it earlier, but I suppose I should ask how you're going to get the thing moving at 5000 RPM without a motor.
Telekinesis, most likely. :D

Part of my commute is on the I-10, so I often pass HAWT components on my way to work. Such a marvel of engineering, I don't think it occurs to people just how huge they are. The size of the blades are comparable to the wings of a 747 or even an A380.

It's certainly hard to believe that something like that could be built from PVC tubing and liquid nails.
Oh, wait . . .

Then show them the Video I made today describing how outer bearings at 40 foot intervals with steel or metal rods attached to the outer bearings, with framework fasten to those steel rods.
That would be one way to do it. Unfortunately, it'd sevearly limit the size of your structures. And I don't mean height, but rather width--you couldn't get beyond the inner diameter of the stabilizing ring. Which would in tern sevearly limit your power output. Like RussDill said, a typical wind turbine has fins the size of jumbo jets; a ring that big would need internal stabilization, which would reduce the size of your potential structure. And all of this cuts into the wind available to your turbine, further reducing the efficiency. AND you've yet to retract your statement that you're trying to build these out of the cheapest materials possible, meaning that they're not going to hold up ANYWAY.

You should also be aware that the area of the supporting structure will reduce the effective swept area of your design, reducing the power that it can produce.
Essentially, what you are doing is building an enclosure around your VAWT. This increases the expense and reduces the performance.

That shouldn't matter. He's already told us the secret to his incredible 10x performance. It involves:
special generator design
rare earth magnets
wind-powered batteries
high RPM's
outer bearings
gorilla glue.

You know, when I first opened this thread to read, I had very low expectations.
Now, I have to say, likelystory has met all of my expectations so far.
Oh, sorry, this was supposed to go into the "Polite Insults" thread in Community...
I find expectation management to be a very useful way to avoid disappointment.

I've made my bed on top of the roof for tonight, it's a hot night. Sleep next to my Twin Spins. Nighty Night zzzzzzzzzz

:)Wow, talk about bringing down the Curse of the Gnome (http://en.wikipedia.org/wiki/Private_Eye#Regular_columns) on myself.
Within minutes of this post, another of mine was AAH'd (http://forums.randi.org/showpost.php?p=6880488&postcount=4)!

Curiously, he's kept that video on YouTube (at least for now), while he's deleted the ones showing his spinning pinwheels.

I guess that answers my question about how he's going to get a turbine going to 5000 RPM...

Ok - here is a BETTER device for doing what the OP wants. Not only is it more aesthetically pleasing, it is ... perpetual! (http://www.youtube.com/watch?v=0v2xnl6LwJE).

In case anyone's interested, after being suspended here likelystory has gone back to calling himself highflyertoo and started a thread (http://www.australasianskeptics.info/viewtopic.php?f=35&t=395) on this same topic in the Australasian Skeptics Forum.
