It's been around for quite awhile... 10 years, I'd say.

I don't think the Scientologists have been trying to hide it's origins (like they do so much else).

What's scarier is when they bought out that anti-cult program so they could use their $cientology 'tech' to help ex-cult members.

I believe they usually downplay the connection. A lot of Scienos know the bad rep their cult has. So to draw people into their front groups like Narconon they downplay, don't mention, or even deny their connections.
