I don't necessarily agree with everything the speaker says, but...

It appears that the speaker has no answers. Pure opinion without many facts that back up the answers.

Isn't his characterisation of ADHD drugs like Ritalin as anaesthetics wrong? Are they not in fact stimulants?

I would not say "worthless" but nearly. When he started to compare our education with assembly line I laughed very hard.

He's right about a few things but quite wrong on others. Kids with ADHD aren't distracted because there's a whole bunch of more interesting things going on around them, they are unable to focus on the things that interest them too. There's a reason that these supposedly overstimulated kids are calmed down by stimulants.
He says that the kids need more stimulation, and for some kids that would be better. In fact, I'd say that the more intelligent kids would benefit greatly from more intellectual stimulation. It makes no sense to give drugs to kids who are bored because the curriculum doesn't challenge them. But this isn't the same group of kids as the ones that have ADHD. The mistake comes from treating both groups as the same, and he seems to be making that same mistake.
Most broken is his map that seems to suggest that there's no cases of ADHD on the west coast and most kids on the east coast have it. If he knew what he was talking about, I'd call him a liar. A real map of ADHD cases in the USA shows that it is everywhere. Most states have a rate of 10-15%. A very small portion of states - California, Nevada, New Mexico, and Alaska - have as low as 5%.
