Long overdue. From what I read today, only about 5% of schools where I live (Nevada) are making AYP (adequate yearly progress). And some of those schools are in danger of not making AYP because of increasing standards.

Any system that identifies underperformers is a bad system.

Not particularly.
On the other hand, I don't see anybody else eager to propose a system that identifies underperformers. Are you? No? All right then.
In the mean time, I'm fairly confident that there's enough underperformers out there that even a half-assed program like NCLB is a good start.
And I'm equally confident that the solution to NCLB is a system that does a better job of identifying underperformers.
Until that day...

NCLB is not even a good start. In fact, the majority of people in education believe it's had a negative effect overall.
It's a perfect example of well intentioned people with lofty goals (President Bush and Congress) getting involved in things they know very little about. It was based on a school that cheated the system, and for that reason was flawed from the very beginning.
