Well, as we all know the situation in the Middle East is intractable, INTRACTABLE, that means impossible to solve. So of course Israel has to build lots of shelters to protect itself, and keep building settlements. And somehow munitions keep getting through to Gaza, because despite Mubarak closing the Rafa crossing to normal humanitarian trade he never could close those tunnels. So Gaza keep sending over rockets, and Israel kept building new settlements, and the situation was intractable, INTRACTABLE, impossible to solve. So Israel had to keep building more and more shelters to protect itself, because no one could ever solve the intractable problem that is the Middle East.
Have I got it about right?

And I still see why a news article stating that various sites in Israel will have fairly large shelters capable of resisting CBW belongs in the CT section - unless it's what the article isn't telling us that is the issue?
