From: Clinton first linked al Qaeda to Saddam (http://www.washtimes.com/national/20040624-112921-3401r.htm) The Clinton administration talked about firm evidence linking Saddam Hussein's regime to Osama bin Laden's al Qaeda network years before President Bush made the same statements. From: Transcript: President Clinton explains Iraq strike (http://www.cnn.com/ALLPOLITICS/stories/1998/12/16/transcripts/clinton.html) Earlier today, I ordered America's armed forces to strike military and security targets in Iraq. They are joined by British forces. Their mission is to attack Iraq's nuclear, chemical and biological weapons programs and its military capacity to threaten its neighbors. Just to keep the Democrats record straight before they say they never said a word about either subject....after all it is election season...

You'll have to explain to me how Clinton said it. I read:
*Quotes from first link.
One came from William S. Cohen, Mr. Clinton's defense secretary. He cited an al Qaeda-Baghdad link to justify the bombing of a pharmaceutical plant in Sudan.
Wasn't that plant just a pharmaceutical plant? If it was, what does it tell us about the rest of the inteligence?
The other pronouncement is contained in a Justice Department indictment on Nov. 4, 1998, charging bin Laden with murder in the bombings of two U.S. embassies in Africa.
The Justice Departement, not Clinton.
Personally I don't think it's possible we'll ever know if there really was a strong link. However, according to these two links, Clinton said no such links. Maybe a quote from Mr. Clinton would be helpful to help your point though, ZN.
Oh, and notice this little gem too:
chemical and biological weapons programs
Programs, not WMD.
