I noticed during the ultimatum speech, that Bush explicitly stated that the Iraqi people would get food and medicine.
I am happy he said that, even if I am not certain that it will hold him to actually follow through. But considering bush could have gotten away without saying it all, we can hope that he intends to supply some aid, and if he doesn't we have the statement which will make spin slightly harder.
Of course in the end, it is in his best interests to give aid to post-war Iraq. I am sure he realizes just what this is doing to the world view of the US, but I honestly thought he would skip mentioning it altogether.
