As discussed in the "wait till chance" thread, the chance to pass JREF challenge is 1 in a billion, so you just need to be lucky.
And this means that JREF is in fact offereing a free lottery(if you can get a notarization for nothing), just mumble something about dowsing and only demonstrating it in JREF tests and guess which pots got water in it.
But its a bad lottery, you can only gamble only once per year, expected win per run is only 1 million/ 1billion dollar=0.1 cent, which is pretty low compared to the fee of notarization, even the letter sending costs are higher.
Economically for someone, who can get notarizations and letters for free, it pays to apply every year and to get wife, children, friends,... to apply every year. You only have to make up a claim, that is not complicated for you or the rest to test(e.g. no going anywhere, no expenses,...), that also can varied enough from year to year, so JREF accepts it again and again.
BTW, though the JREF prize does not seem to be a cost effective lottery, there are other prizes for para claims around, which could be cost effective.
For example german scpetics offered upon passing prelim, to pay the flight to florida for formal testing(i do not know about accomendation and if claimant would have been allowed to stay a few days longer for holidays).
I just got a flight from Frankfurt to Fort Lauderdale cheapest for 671 euro(~850-900 dollar). Thats a good price for a 1 in 1000 chance, you win 85 dollarcent per application. Of course it depends on how much you want to get to florida and what KRAMER would do to you, when he realizes you were just gambling and wasted his time knowingly.
Other thing might be aussie 100.000 dollar prize for dowsing, though i do not know any details.
