Are the United States and the British governments legally responsible for the well being of the 25+ million Iraqis? If so why?
Did they become become legally responsible for the required humanitarian aid the moment of the onset of the pre-emptive strike ? What, if any, guidelines are there in regards to international Law?
Are the 2 governments responsible for the planning of meeting the needs of the Iraqi people?

We are only legally responsible for the safety and wellbeing of prisoners/detainees.

As per the Geneva convention

Legally yes, morally I dont think so.
But since there is evidence that we have...
A) Asked people to stay at home during air raids (which has been ignored)
B) Been struggling like mad to get aid into the places we have "liberated"
C) Tried to get a pipeline to get water, supplied first aid...and so on and so forth
I see no reason to believe that we are not taking our moral responsibility for them seriously.
Which quite frankly their own Leaders have not, do not and will not.

I know several definitions for oil . Questioninggellar, please clear this up as I do not understand the context:
Did you intend to present it as a noun, verb, or adjective?
Did you want to flatter somebody?
Are you selling an oilskin garment?
Want people on the forum to be Lubricating something?
Do you mean the colloquial word for petrolleum substance?
Making a request to buy some oil for an engine?
Or did you make a discovery in your backyard,and if you did, why no exclamation mark?
