This applicant submitted his claim prior to my arrival here in 2004, so I contacted him to see what the status of his claim was, as we had no record of anything correspondence past his initial application.
An investigator from the Philadelphia Skeptics (Phact) agreed to take part in the protocol negotiations, which went nowhere, as the applicant kept shifting his claim and seemed unable to decide what he could and couldn't do. He eventually sent me an email saying that was "practicing hard", and would get back to me when he was sure he could perform successfully.
I didn't hear from him again until this morning, as follows:

The following is Andy's initial claim letter:
I will be performing the ability of remote reading. I am not restricted to day or night with my abilities. I will, however, need a quiet place to perform and no one should be talking during the testing. The demonstration will require five sets of Zener cards and five envelopes. Each envelope will be marked A1, A2, A3, A4, and A5 on the front. A Zener card from each of the five sets will be randomly chosen and assigned to an envelope. I must correctly name the Zener cards that are in all five envelopes to warrant that paranormal activity was, in fact, involved.
I will have two consecutive attempts to do the demonstration if I have not gotten 100% correct on the first attempt. The two attempts will allow room for error as the procedures I will be performing are quite difficult. I will also need a blindfold and perhaps special brainwave generating music to meditate to while I concentrate on the answers. The probability of predicting correctly which cards are in the five envelopes is 1 in 3,125.

So, as stated, I wrote introducing myself and asking what had transpired with his claim, to which he replied:
Yes, I wish to pursue my claim. I will be ready by next Friday. Within the next two weeks I will be practicing extensively. I have a few requests I did not include when I mailed in my claim. I will need a totally dark room for me to be in, and the Zener cards should be in a different room. I would prefer for there to be no one inside the room that I am in for reasons that I can explain to you if you so desire. If this is not a possibility, then only one person can be in the room with me. In order to film me, an infrared camera is needed. Thank you. -Andy Z.

Dear Andy,
Yes, we DO ask you toexplain your reasons for conducting the test "with no one in the room". Please be advised that this will not be possible, regardless of your explaination. Also, one witness/observer will not suffice, as we would require a team of observers.

Fine, then I will not request a dark room. I will just have to make do wth a blindfold. If you read my article on how to remote view, you would understand why I requested a pitch-black room. Here is my article:

I found your email to sound quite intimidating, although I am not intimidated. I am serious about my claim. I filed my claim last June and your foundation has put me off for a long time. I had to call James Randi myself 3 or 4 times just to get the ball rolling. I will talk with you and reason with you guys until we have both agreed upon a proper procedure that satisfies both parties.
