There's no doubt that with a sufficiently large test group, a controlled double-blind test of the psychic ability to raise the "feelgoodness" of a group of subjects over a long period of time could be tested.
That is, of course, if the experimenters want the truth.
With the lure of a $1M prize, however, and the market potential for far more by winning the prize, the threat of intentional tampering is too great a risk.
Unless you're going to sequester people for several months, I can't imagine a protocol that would satisfy both parties.

How about some volunteers in maximum security prison? Any "feelgood-factor" there should be easily measurable... :)
