The Glasgow Homeopathic Hospital, which uses alternative medicines and therapies to treat patients, has been saved from proposed NHS cutbacks.

Because a substantial percentage of voters believes so.

Yep. I suspect that it was felt that the £300k per year it apparently costs to keep the unit open was a drop in the ocean compared to the overall costs of running the trust. It wasn't worth putting up with all the very public whinging and vote losses that could come from closing it for that small amount of saving.
Personally, I think it stinks.
