I believe the flucuations ARE based on various intelligence but I also believe the idea of using colors rather than numbers makes the whole idea sound rather silly. Silly?! Ok, RIDICULOUS is a better word.

I also believe "Homeland Security" publicizes the code changes as a way to 'communicate' with the terrorists themselves. Perhaps the thinking is that a terrorist will abandon those particular plans if he thinks we are onto him.

We might be safer if we did NOT let on that we had any knowledge of pending problems and quietly beefed up security where we thought it was needed?
