I probably should have put this into an existing thread. Isn't extremely peculiar to nominate someone for the position of Chief Justice without them already being on the Supreme Court?

It's quite common. More common than nominating someone who's already sitting on the Supreme Court to the Chief Justice spot.
Only three Chief Justices were nominated from Associate Justice to Chief, and two others had served as Associate Justices, stepped down, and later were nominated as Chief.
Eleven Chief Justices were nominated straight into the Chief Justice spot.
No, not peculiar at all.
