what about Ophiuchus? Why don't these astrologers take into account that due to precession, there are now 13 astrological signs?

I thought that Ophiuchus was now a zodiacal sign not as a result of precession, but rather as a result of a standardised definition of constellation boundaries. Precession affects the ecliptic longitude of stars and shifts them around the line of the ecliptic, but wouldn't bring any down into it.

(I reserve the right to be wrong, naturally.)
