President Bush has been saying the war will be over when Gen. Tommy Franks tells him it is. Franks says it will be over when Bush gives the word.

That's sort of what I am expecting. (Speech tonight, 9:00 PM EDT.)

Bush is announcing the end of all major combat in Iraq today, not the end of the war.

If Bush were to announce the end of the war, the US would be obligated to release all Iraqi POWs, which I am guessing they are not yet ready to do.

This is how it was described to me, at least....could be wrong I suppose.
