1). No, the jerusalem post is not a satirical paper.
2). No, I won't trasnlate "farshtukener", as it would violate forum guidelines against obscenity.

OK, literally, it is an adjective that means "smells bad", or "a stinker".
A more colloquial translation would be "f--ked up", "a total mess", or, perhaps best, American Military FUBAR (F--ked Up Beyound All Recognition)
