Why does the govt want to change the nuclear weapons doctrins?

I found an article here http://www.physicstoday.org/vol-56/iss-5/p27.html that's a bit distrubing. It says that the United States government wants to overturn bans on designing new nuclear weapons. I think that people should stop designng nucks and just focus on getting rid of the nucks.
