I have always suspected a female. Normal usage is that "Billy" is a boy's name and "Billie" is a girl's nickname. Although I suppose "Billiefan" could mean fan of Billie.

Male or female, I would still say unusual.

Hmm...Billiefan could be a 21 year old girl. AND Teal Redmann IS a 21 year old girl. And Teal Redmann is, according to Billie, the most talented actress there is.
