If you are going to laugh at the misfortunes of poor/uneducated people, what makes for a better laugh and why ?

Generally, income level is not ever a topic of humor, only mental traits. Choose your poison: Rednecks, Newfies, Blondes, Polacks, Aggies, Irish, Dan Quayle, or whatever group you can insult without offending the majority of the people around you.
Actually, I think Dilbert does it best with the invention of a country of stupid people which bears no resemblance to an actual country: Elbonia.
I honestly can't think of any really funny jokes where poverty is laughed at.

thats strange.
well....last night I saw a 'joke' on the Daily Show about plastic milk crates being the Appalachian tv table. The audience laughed and Jon Stewart made a comment about being a "damn television elite"..........but who writes that stuff ?
when can we start making fun of how poor people live in the ghetto ?
or am I missing those jokes ?
