I think we have about 3 billion men in the world, and if one in 5,5 million men has this "deformity", we should have about 600 such cases - and only 100 of them are reported. Obviously, at least 5 out of 6 with such extraordinary talents keep them. Maybe after consulting their wives.

As for this particular case -- if one of the penises were deformed or otherwise less-than-functional, I would understand the desire to get rid of a useless organ. But since both are fully funtional...Why would he wait until adulthood? As a woman, I can think of some creative things to do with two, even two that close together...
