It's a story synopsis. Maybe viral advertising before the launch of a book or movie. In any case, it's a pure work of fiction.

I got that feeling as well, at least for the first half dozen or so. And what's with the inconsistent tenses; somethings are described as if they have happened, others as if they will happen, and then back to stuff that has happened.
