Who is still paying?
Who never paid or paid very little?
Who should be paying and isn't?
Is/Should the US ask for the money from those that owe?

I was finding good information hard to come by.

"n million dollars for Europe" hardly helps and often aid mentioned doesn't state what strings, if any, were attached.
